An excellent review of many aspects of UFO secrecy and attempts at limited disclosure by a friend of mine is linked below .The book is titled “The Space Pen Club.” My one objection to Martin Keller’s analysis is the notion that the President is not in the loop. This goes against the chain of command as specified by the US Constitution. As explained by Grant Cameron, the US President is the head of both the military and intelligence services. The POTUS needs no security clearance because he in the past and maybe someday she in the future, by executive order maintains all the security regulations. That said, the President can choose not to change the existing status quo of the coverup because when briefed is probably told the following: Full disclosure will undermine the stability of the belief systems of our planet, religions, stock market, etc. and so with that in mind, its business as usual.
It is also easy to believe that Presidents lie. Clinton claimed he wanted to know and wasn’t told. This fantasy allowed him to avoid any political heat for the coverup. Obama chose not to lie in that way and simply said, “I can’t talk about it.” Without considerable pressure to force changes, the aptly titled UFO Truth Embargo will continue although in an altered form. It is a leaky embargo according to Cameron’s analysis in his important book, “Managing Magic.” The Executive Branch has continuously released information and disinformation that keeps the issue alive in many ways. This “leaky” coverup is possibly driven by the understanding that ultimately it is the flying saucer intelligences that hold most of the cards when it comes to revealing their presence.
